How to use this template: Replace all bracketed fields with your details, print on plain paper or your letterhead, and send it by registered post/TCS to the seller's or service provider's business address — keep the postal receipt. Give them 15 days to respond. If they ignore the notice or refuse, you can file a complaint before the District Consumer Court free of charge, attaching this notice and its receipt as proof that you tried to resolve the matter first.
Intro
A legal notice before filing a consumer complaint is not strictly mandatory, but it is strongly recommended: consumer courts look favourably on a complainant who first gave the seller a fair chance to fix the problem, and it often produces a settlement without any litigation. Any "consumer" — a person who buys goods or hires services for personal (non-commercial) use — can send this notice under the consumer protection laws: the Punjab Consumer Protection Act, 2005, the Islamabad Consumer Protection Act, 1995, or the Sindh Consumer Protection Act, 2014, depending on where the purchase was made.
The notice below covers both defective goods (a faulty product) and deficient services (poor workmanship, undelivered services). Keep the tone firm but factual. Attach copies of the bill/receipt, warranty card, and photographs of the defect, and mention them as enclosures.

Subject: Legal Notice for Defective Goods / Deficient Services — Demand for Refund / Replacement / Repair within 15 Days
Dear Sir/Madam,
Under instructions from my client named above, I/we hereby serve upon you the following legal notice:
- That on [DD/MM/YYYY], my client purchased the following from your establishment: [Description of product/service — e.g., "One (1) Samsung refrigerator, Model RT-38, Serial No. [___]" / "plumbing and renovation services for my client's residence at [address]"], for a total consideration of Rs. [Amount in figures] (Rupees [Amount in words] only), vide Receipt/Bill No. [___] dated [DD/MM/YYYY]. A copy of the receipt is enclosed.
- That at the time of purchase, you/your representative assured my client that [state assurances — e.g., "the product was brand new and defect-free, and carried a one-year warranty against manufacturing defects" / "the services would be completed within [__] days to professional standards"].
- That within [__] days/weeks of the purchase, the following defects/deficiencies became apparent: [describe clearly — e.g., "the refrigerator's compressor stopped cooling entirely; despite two service visits by your technicians on [dates], the fault persists"; "the paint began peeling within a month, the fittings installed are of inferior quality than agreed, and the work remains incomplete"]. Photographs of the defects are enclosed.
- That my client visited your shop/office on [DD/MM/YYYY] and also contacted you on [dates, by phone/WhatsApp at No. ___] to complain and request [refund/replacement/repair], but you refused / failed to resolve the matter, stating [their response, if any — e.g., "that no refund was possible"]. This refusal amounts to an unfair trade practice and a deficiency in service under the consumer protection law.
- That under [the Punjab Consumer Protection Act, 2005 / the Islamabad Consumer Protection Act, 1995 / the Sindh Consumer Protection Act, 2014], a manufacturer and seller are liable where goods suffer from a defect, and a service provider is liable for deficiency in services. The law entitles a consumer to the replacement of defective goods, refund of the price paid, or compensation for loss suffered. Your conduct also constitutes [misleading representation / false warranty / failure to honour an express guarantee], as prohibited by the Act.
- That my client has suffered financial loss of Rs. [Amount], besides mental agony, inconvenience, and the cost of repeated visits to your establishment, for which my client reserves the right to claim damages.
DEMAND
I/we hereby call upon you to, within FIFTEEN (15) DAYS of receipt of this notice:
(a) [Refund the full purchase price of Rs. [Amount] to my client; OR] (b) [Replace the defective product with a new, defect-free unit of the same model; OR] (c) [Repair the defect free of cost to my client's complete satisfaction and extend the warranty accordingly;] and (d) Pay compensation of Rs. [Amount] towards the loss and inconvenience caused to my client.
TAKE NOTICE that should you fail to comply with the above demand within the stipulated 15 days, my client shall be constrained to file a formal complaint before the learned District Consumer Court at [City] under the [relevant Act], seeking refund/replacement, damages, and costs of proceedings — without any further notice to you. You will then be liable for the full consequences, including litigation costs.
A copy of this notice is retained for the record and for production before the Hon'ble Consumer Court.
Yours faithfully,
[Signature] [Your Name] [If sent through counsel: Name, Advocate, Chamber Address, Phone No.]
Enclosures: 1. Copy of purchase receipt/bill dated [DD/MM/YYYY] 2. Copy of warranty/guarantee card 3. Photographs of the defective product / deficient work ([__] pages) 4. Copies of correspondence / WhatsApp messages with the seller ([__] pages) 5. Postal receipt of this notice
Note: Always send the notice to the correct legal entity (check the receipt for the registered business name). If the seller is a franchise or dealer, consider addressing a copy to the manufacturer/company as well. Keep the original postal receipt safe — the Consumer Court will ask for proof that the notice was sent. If the seller offers a partial settlement, get it in writing before accepting.
Practical notes before you send
- Defective goods vs. deficient services — pick your facts: For goods, describe the defect precisely (what is wrong, when it appeared, what the warranty promised). For services (tailor, contractor, salon, workshop), describe what was agreed versus what was delivered, with dates and any written estimate or agreement. The notice template above works for both — just keep the irrelevant bracketed options deleted in your final version.
- Online purchases: If you bought from an online store or marketplace, address the notice to the seller named on the invoice as well as the platform's registered office in Pakistan, since platforms often disclaim liability. Save order confirmations, tracking details, and chat records with the seller.
- Do not delay: While the consumer protection laws do not fix a rigid limitation period like ordinary civil suits, courts can refuse stale claims on the ground of delay and laches. Send the notice and file the complaint promptly — ideally within weeks of the seller's final refusal.
- Keep originals: Never hand over your original bill, warranty card, or the defective product itself to the seller without a written receipt. The Consumer Court decides on documents; originals win cases.
- What happens after the notice: If the 15 days expire without a satisfactory response, draft your complaint for the District Consumer Court: attach this notice, the postal receipt, the bill, warranty, photographs, and a calculation of your claimed amount (price + damages + costs). Filing is free and no lawyer is required, though legal assistance helps where the amount is large.
